1. INTRODUCTION
These Labor Management Procedures (LMP) are developed to manage risks under the Strategic Road Connectivity and Trade Improvement Project (SRCTIP) – Trade Facilitation Component, to be implemented by the Ministry of the Industry Commerce and Supply (MoICS) and Ministry of the Agriculture and Livestock Development (MoALD) with funding support from the World Bank. The LMP sets out the project’s approach to meeting national requirements as well as the objectives of the relevant World Bank’s Environmental and Socials Standards on Labor and Working Conditions (ESS2) and Community Health and Safety (ESS4). The LMP is developed at this stage of the project although the scale and exact locations of project activities to be implemented under this component are not yet determined. Details of the
investments will be determined when the relevant feasibility studies as well as Environmental and Social Studies are conducted during the detail design phase. The key labor and worker-related risks and impacts associated with Project activities may include the Sexual Exploitation and abuse (SEA) risks, associated with workers as well as community health and safety, and the risks associated with labor impact. The World Bank has rated the overall Environment and Social risk of the project as High, which indicates a high likelihood of adverse
impacts associated with project implementation.The High-risk rating indicates that the risks are required to be well understood and expected to have potential impact as they would require appropriate possible efforts to be avoided, minimized or managed through procedures, including procedures set out in this LMP. However, SRCTIP Trade Facilitation Component is committed to, on a continuous basis, throughout the Project; evaluate risks and impact to have in place adequate measures and procedures to manage adverse impacts. The LMP will be applied to all types of workers that will be employed by the SRCTIP-Trade Component’s Project Coordination Unit (PCU), contractors, sub-contractors and labor supply contracting agencies (Naike) 1 . Adhering to these procedures, contractors will be required to prepare a Labor Management Plan for contracted workers for larger works. For smaller contracts, SRCTIP-Trade Facilitation Component will prepare specific procedures to be inserted in the contract as part of contractors’ legal obligations.
