Foreword
Agriculture is the most vulnerable economic sector to the impacts of climate change. Any impact that undermines growth in agriculture
not only concerns a large number of people as nearly two-third of the population is engaged in agriculture, but also hampers national efforts of achieving some of the key goals of the SDGs. The Government of Nepal has already emphasized focusing on the ways of making agriculture sector climate resilient by helping the farmers adapt to the emerging climate threats. The ADS has laid out the detailed plans to respond to the climate impacts. In addition, several programmes in annual plans of the ministry have been identified as climate related as
they respond to the demands put forth by the farmers to deal with problems likely to have been caused by changing local climate.
