Preamble: Whereas, it is expedient to make necessary arrangements relating to National Dalit Commission for the respect of the human rights of the Dalit
community as well as the protection and promotion of the rights, interests of the Dalit community and the empowerment of the community and to effectively include and mainstream them in nation building and development by ending caste based discrimination and untouchability, Now, therefore, be it enacted by the Federal Parliament pursuant to Article 296 sub-article (1) of the Constitution of Nepal.
