Preamble: Whereas, it is expedient to make legal provisions on the registration and distribution of certificates of events such as births, deaths, marriages, divorces and migrations of persons residing in Nepal; Now, therefore, be it enacted by His Majesty the King Birendra Bir Bikram Shah Dev, on the advice and with the consent of the Rastriya Panchayat.
