Following the recommendation made by the Mid-Term Review Mission of the Basic and Primary Education Project in January 1996. His Majesty’s Government constituted a team of national consultants, led by Professor Kamal P. Malla, on November 28, 1996. The team was given a clear and extensive set of Terms of Reference to Review the policies and programmes of the subsector and to update the Master Plan for Basic and Primary Education, 1991-2001 A.
